(S) AIT delivered to the Taiwan MOFA North American Affairs Director General Leo Lee Ref A talking points and non-paper on actions to support UNSCR 1695. While Taiwan is not a UN member, AIT urges Taiwan to comply with United Nations resolutions whenever possible. Lee responded to AIT's presentation on UNSCR 1695 that the Taiwan non-paper presented to AIT on August 11 on new measures to restrict trade, travel and financial dealings with North Korea (Refs B&C) had actually been crafted as a response to UNSCR 1695. He added that these new restrictions had already been implemented, and he showed (but would not pass) to AIT a classified memo from the Financial Supervisory Commission dated August 28 ordering all financial institutions to keep records on transactions involving North Korea, regardless of the amount of the transaction. ¶2. (S) DG Lee said that he had consulted with the MOFA Consular Affairs Department regarding the AIT request that U.S. agencies be allowed to vet, prior to adjudication, the visa applications of any North Korean nationals applying to travel to Taiwan, and the AIT request that MOFA should provide AIT with a list of all Iranian nationals who are issued visas to travel to Taiwan. Lee reported that Consular Affairs said it had no problem with providing lists of visas issued, but it had reservations about how prior U.S. vetting of visa applications could feasibly be accomplished. AIT is still seeking a response to our Ref C action request on whether or not Washington agencies still wish to press ahead with a system for prior review of North Korean visa applications. YOUNG
