1. On August 14, Taiwan Premier Su Tesng-chang announced that Tsai
Duei will be promoted from Ministry of Transportation and
Communications (MOTC) Political Vice Minister to MOTC Minister. A
brief bio for Tsai follows:
2. Tsai served as MOTC Administrative Vice Minister from August
2000 to February 2002, as MOTC Political Vice Minister 2002 - 2005,
as Public Construction Commission Political Vice Minister for one
year (February 2005 - January 2006),then back to MOTC as Political
Vice Minister again for six months (February - August 2006).
3. Tsai was Director General of the Civil Aeronautics
Administration (CAA) until March 1998 when a passenger aircraft
crashed near CKS Airport, killing Taiwan's then Central Bank of
China (CBC) Governor Hsu Yuan-dong and several senior CBC officials.
Prior to his CAA DG appointment, he had worked for the Directorate
General of Telecommunications (DGT) for 27 ears, moving up from
technician to Training Department Director, to Chief Engineer
(1994-1996) and to Deputy DG of the DGT (July - November 1996).
Tsai earned a BS in electronic engineering from National Taiwan
SIPDIS
Institute of Technology in 1980, an MS in electrical engineering
from National Taiwan University (NTU) in 1983, and a Ph. D. in
electrical engineering from NTU in 1987. He was a visiting scholar
at the University of South California for one year.
