1. Please provide wide dissemination of the
information in this telegram.
2. This message provides an update on the status
of SMART, the State Messaging and Archive Retrieval
Toolset. SMART is designed to consolidate cables,
e-mails, and memos on a single platform integrated
with a centralized searchable archive.
3. SMART development/integration has been moved
in-house under the leadership of the Chief
Information Officer (CIO),James Van Derhoff. Dr.
Glen Johnson, Director of the Office of
Verification Operations, is named as the SMART
Program Manager. He succeeds Charles Wisecarver,
who was recently assigned as IRM's Deputy CIO of
Operations. Steve Taylor, Director of the
Messaging Systems Office (MSO) in IRM, is named as
Deputy Program Manager for SMART. This major
initiative continues to be sponsored by the Under
Secretary of Management with guidance by the
Steering Committee, chaired by former CIO Bruce
Morrison.
4. The Department has recently briefed OMB and
Hill staffers to seek their support for the
continuation of SMART development and
implementation. A detailed project plan to deliver
SMART functionality to the field is well underway.
Functionality will be deployed incrementally, with
core message testing expected at several overseas
posts early next year.
5. The Department remains fully committed to the
SMART vision. User involvement remains a key
ingredient to the success of the program, and you
will be kept appraised of activities. The SMART
websites will be updated weekly (beginning on June
1) to keep you informed of developments. Please

sites contain a full account of SMART since its
inception, including the vision of a "simple,
secure, and user-driven system to support the
conduct of diplomacy through modern messaging,
