This message is to inform all posts that foreign leadership biographic files in State's Net-Centric Diplomacy (NCD) database have been moved to Intellipedia, the inter-agency wiki on the USG's classified network (aka SIPRNet/Intelink-S). All posts are encouraged to use this secure, USG-only tool accessible through ClassNet or SIPRNet for maintaining working biographic records online. The NCD program provided scanners, software, supplemental starring, ana training to 101 posts to enable them to review, summarize, scan, and upload paper foreign - national biographic records. More than 12,700 biographic records with more than 50,000 attachments were captured and electronically filed and shared on ClassNet/SIPRNet as part of this program. To take advantage of new technology that recently became available these records have been moved to Intellipedia. They are no longer available through the NCD website (http://ncd.state.sgov.gov/). Intellipedia ¶3. The Intellipedia is a USG-only, user-editable website maintained by the Intelligence Community's Enterprise Services office (aka Intelink). The system uses the same software as Wikipedia, the highly successful online encyclopedia project on the Internet. Wikis represent a new approach to managing diverse information that has gained considerable currency on the Internet, in the private sector, and in a number of government agencies. Migrating biographic records to this easy-to-use new platform has a number of important advantages for the Department. In particular, the wiki software provides exceptionally good version control and user tracking, and has excellent mechanisms for monitoring and controlling changes. And, since any USG SIPRNet user can edit the Intellipedia, all members of your country team with access to ClassNet or SIPRNet will be able to make contributions, which are attributable by author. Hard-copy records can also be digitized, saved in Intellipedia, and linked to these biographic files online, making these digitized records accessible to State and interagency users while also minimizing classified, hard-copy holdings at post. Digitizing and loading these records in Intellipedia will also ensure that the data is not lost if post implements a "zero burn" order. Posts should take full advantage of the availability of this new system, which has capabilities that are both broad and deep.
