(U) State's Net-Centric Diplomacy (NCD) system now supports an Advanced Search function, which helps users find cables by MRN, Date Range, or Subject Line; Really Simple Syndication (RSS), which allows users to receive NCD cable content of interest through an RSS reader; and a new concise display capability for cables according to Location, Topic, or both. More than 200 posts today routinely use the SIPDIS distribution caption (see REFTELs) to facilitate inter-agency information sharing via the US Government's Secret-level network. Agencies representing the broader national security community now report routine use of the NCD system for web-based access to State reporting cables. New Features ¶2. (U) The NCD system now supports RSS, which allows users to select any NCD content of interest and receive updated NCD content through an RSS reader. Use of RSS readers helps the user monitor content from a variety of web-based sources via a single web page. The Classified Homepage application (Portal X) also supports RSS-based portlets. Looking for a specific cable in NCD? NCD's new Advanced Search feature allows users to search cables in the NCD system by TAGS, Subject Line, MRN, Cable Body, and Date Range. NCD's Standard Search supports a full text search on the entire cable, and both Standard and Advanced searches support Boolean logic. Interested in additional concise displays? NCD's expanded concise display gives the user the 10 most recent cables from any combination of Location and Topic. These displays can be integrated into classified homepages, or any other classified web page that supports portlet feeds. When and How to Use the SIPDIS Caption 3a. (U) Correct use of the SIPDIS caption ensures that post's reporting cables are automatically posted to NCD's homepage as well as the mission's Classified Homepage via the NCD cable portlet. Washington bound SIPDIS-captioned cables are automatically copied to the NCD database, which publishes cable reports to NCD web pages, Classified Homepages, and, increasingly, to other USG websites on SIPRNet/Intelink-S. State Department content in the NCD database is also routinely indexed by interagency search engines, e.g., Intelink's Google search engine, making it easier for interagency users to find State content in the NCD system. 3b. (U) The SIPDIS caption should be used on all telegrams appropriate for sharing with the broader US government community. SIPDIS may/may be used in conjunction with NOFORN, CODEL, SENSITIVE, TERREP, and TERREP EXCLUSIVE. Cables containing content not releasable to foreign nationals should always be marked NOFORN (see reftel 06STATE083673). SIPDIS-captioned messages may not/not include restrictive captions (e.g., NODIS, EXDIS, ROGER, STADIS, DS, DSX, and DS-BI) that explicitly limit distribution. If a message carries conflicting captions, the more restrictive caption will be controlling and the cable will not be loaded into the NCD database. 3c. (U) Posts remain responsible for the protection of Privacy Act (Public Law 93-570) information. Messages containing Privacy Act information, e.g., MED CHANNEL, HR CHANNEL, DS CHANNEL, DSX CHANNEL, and DS_BI CHANNEL, may not carry the SIPDIS caption. 3d. (U) Posts should follow the standard cable template, and if a SIPDIS-captioned cable does not process in the system, there are a few common causes: --The cable must include a single blank line between the subject line and body text of the telegram. --The cable must have at least one TAG. --The TAGS line must say "TAGS:" --The Subject line must begin with "Subject:" --SIPDIS cannot be used on the same line as another caption. 3e. (U) Any user at post who sends a SIPDIS message that does not appear on the NCD or Embassy homepage should contact SIPDIS_Help@state.sgov.gov. ¶4. (U) Post Information Management Officers can add "SIPDIS" to post's locally managed CableExpress or EACT application. No TERP-related action is required to process SIPDIS messages. ¶5. (U) Minimize considered. RICE
