STATE 126156 CLASSIFIED BY S/WCI DEPUTY SANDRA L. HODGKINSON FOR REASONS 1.4 (B) AND (D). ¶1. (U) This is an action request - please see paragraph 6. ¶2. (SBU) Department welcomes news that the GOK has agreed to accept the return of three of its citizens from Guantanamo (ref A),and thanks Post for its continued efforts in this matter. ¶3. (C) The next step toward concluding the transfer is for the GOK to reply, in writing, to the Embassy's note, thereby memorializing the necessary assurances (ref B). It would be preferable for the GOK to use the precise language contained in the proposed GOK reply note (ref B). ¶4. (S) As soon as we receive the GOK's reply note, DoD will begin coordinating the logistics of the transfer. If we receive an acceptable reply note from the GOK in a timely manner, the transfer could occur within the next 45 to 60 days. ¶5. (C) The three Kazakhstani detainees approved for transfer are Haytugan Bakberganovich Abahanov (ISN-526),Abdulluah Tohtasinovich Magrupov (ISN-528),and Ilkham Turdbyavich Batayev (ISN-084). Department previously provided, via email, releasable information regarding the three detainees, but will forward the information again for Post's reference. ¶6. (U) Action Request. Post should draw on the points in paragraph 7 to convey to the GOK the next steps for concluding the transfer. ¶7. (C/REL Kazakhstan) Begin Points: -- The United States appreciates your Government's cooperation on this matter, and seeks to transfer the three detainees from Guantanamo to Kazakhstan as soon as possible. -- The next step toward concluding the transfer is for your Government to reply, in writing, to the Embassy's note of [ ], thereby memorializing the necessary assurances. -- Upon receipt of your Government's note, the U.S. Department of Defense will begin coordinating the logistics of the transfer. -- In the meantime, the Department of Defense requests that your Government provide the name of its primary point of contact for purposes of coordinating the transfer.
