UNCLAS STATE 011689 E.O. 12958: N/A TAGS: ENRG KNNP KSCA TRGY EG SUBJECT: U.S. REQUEST FOR GOE ASSURANCES FOR EXPORT OF NUCLEAR FUEL FOR ETTR-2 RESEARCH REACTOR AT ABU ZABAL NUCLEAR RESEARCH CENTER ¶1. Embassy is requested to bring following to the attention of GOE at earliest opportunity. ¶2. NRC No. XSNM03425--Transnuclear, Inc., acting as agent for INVAP S.E. of Argentina, has applied for authorization to export to Egypt via Argentina 8.9 kilograms U-235 in 45 kilograms uranium in the form of metal enriched to a maximum of 19.75 percent in U-235. The material will be supplied by the Dept. of Energy Y-12 Oak Ridge Facility and transferred to Buenos Aires, Argentina, for fabrication into fuel elements at the Constituyentes Centro Atomico for reload of the ETTR-2 Research Reactor at the Abu Zabal Nuclear Research Center, Egypt. ¶3. In order to approve this export, we need written GOE confirmation that the nuclear material proposed for export will, upon receipt in Egypt, be subject to the terms and conditions of the 1981 Agreement for Cooperation between the Government of the United States of America and the Government of the Arab Republic of Egypt Concerning Peaceful Uses of Nuclear Energy, and that the Abu Zabal Nuclear Research Center is authorized to receive and possess the transferred material. ¶4. Assurances from the Argentine Government have also been requested pursuant to the U.S.-Argentina Agreement for Cooperation for the intermediate export of the material to Argentina for fuel fabrication. ¶5.
