SUBJECT: BULGARIA: DEFENSE COOPERATION AGREEMENT SIGNED
1. (SBU) The Secretary of State and Foreign Minister Kalfin
signed the Defense Cooperation Agreement (DCA) April 28 at a
ceremony at the Council of Ministers. After the ceremony,
the Embassy and the MFA exchanged diplomatic notes using
cleared text from Ambassador Loftis referencing the NATO-
Russia Founding Act, affirming that the U.S. has no
intention, no plan and no reason to deploy nuclear weapons
on Bulgarian territory. The parliamentary ratification
process, required by the Bulgarian constitution, is expected
to begin in four to six weeks.
2. (U) As instructed by PM/SNA, the Embassy has faxed a copy
of the signed agreement in English and Bulgarian to
Ambassador Loftis before sending it to PM/SNA via diplomatic
pouch.
