(C) The MFA's desk officer for Belarus, Iva Kruleva, informed
us that Bulgaria has agreed--along with the EU--to impose
visa restrictions on 31 senior Belarussian officials,
including President Lukashenko. In tandem, the GOB hopes to
use educational, cultural and other people-to-people contacts
to promote democratic change in Belarus. The fact that
Bulgaria and Bulgarians are still highly-regarded in Belarus
should help in these efforts, according to MFA contacts.
