1. (C) Poloff delivered reftel demarche to Elizabeth
Konstantinova in the MFA's NATO and International Security
Directorate March 13. Konstantinova said the GOB did not
have an official position on the initiative, but it supported
adherence to all non-proliferation regimes to which it is a
party. She asked if India would have the right to retain
nuclear reactors for military purposes and how this would be
accepted by the Nuclear Suppliers Group. Konstantinova noted
that India is not a signatory to the Nuclear
Non-Proliferation Treaty, and that the Indian subcontinent is
a region with many regional security challenges.
2. (C) Action Request: Please provide guidance/background for
use in answering Konstantinova's question.
