(C) The DCM delivered reftel A demarche to Deputy Foreign
Minister Gergana Grancharova on November 17, providing copies
of the draft resolution and PM Mailiki's letter along with a
non paper containing talking points. We subsequently
delivered the Secretary's letter (reftel B) to Julia Tzerova
of the MFA's Americas Directorate on November 20. Passage of
a new UNSCR will be necessary for the GOB to extend its troop
deployment at Camp Ashraf, which it is primed to do.
