(C) We delivered reftel points to MFA's Kamen Velichkov,
Head of the UN and Global Affairs Directorate, on Nov. 17.
He said Bulgaria will follow the EU consensus on the proposed
resolution, but confided that the best outcome we can expect
is for the EU to abstain. Noting France's last-minute
decision to abstain on the UN Human Rights Council
resolution, he said the Israeli-Palestinian question has
become very divisive among member-states, and reaching a "no"
consensus is nearly impossible.
