(C) We delivered ref. A points to Kristina Yotova, expert
in MFA's Human Rights Directorate, on Nov. 15. She confirmed
on Nov. 16 that the points were passed to Bulgaria's
delegation in New York. While the final decision will be
made by the delegation, Yotova expressed confidence that
Bulgaria will support our view and vote down the
Belarus-sponsored resolutions. As reported in ref. B,
Bulgaria will most likely support the five country-specific
resolutions.
