(C) On November 6, MFA's Acting Head of UN and Global
Affairs Department Boyan Belev responded to reftel points by
stating that Bulgaria will follow the EU line on the Cuba
Embargo resolution. He said Finland, the current EU
president, has the lead on formulating the common position.
He did speculate, however, that the Explanation of Vote will
have a strong statement on Cuba's poor democratic record.
