We delivered reftel points to Ambassador Kamen Velichkov,
MFA's Head of UN and Global Issues Department, on September
¶13. Velichkov said the GOB fully supports the Community of
Democracies and will make another nominal contribution to the
UN Democracy Fund this year. He was very receptive to the
idea of establishing a permanent Secretariat, but wondered
how it would be financed, especially when the UN is under
pressure to cut costs. He expressed hope the CD maintains
it's dynamism and does not get bogged down with UN
bureaucracy.
