(C) We delivered reftel points to MFA's Ambassador Kamen
Velichkov, Head of UN and Global Issues Department, on
September 7. Velichkov took our points but indicated that
Bulgaria will attend the NAM Summit at the Deputy Minister
level. According to Velichkov, the decision to send a
delegation was based on Bulgaria's drive to be edected to
ECOSOC at the UNGA in September. Velichkov readily
acknowledged Cuba's dismal human rights record, but said
Bulgaria hopes to gain support in Havana for its uphill
efforts to edge out Belarus for the ECOSOC seat.
