(C) Charge' delivered reftel demarche August 16 to Philip
Bokov, Prime Minister Stanishev's chief of staff, and
Valentin Radomorski, the PM's foreign policy advisor. Bokov
pointed out that Bulgaria's deployable forces were already
stretched thin in Iraq, Afghanistan and the Western Balkans.
Nevertheless, he said Bulgaria would consider our request to
provide forces to UNIFIL. We also discussed the issue with
acting chief of the NATO and International Security
Department at the Ministry of Foreign Affairs, who undertook
to convey our points to his superiors. Like Bokov, he
implied that Bulgaria's initial hesitancy to sign on to
UNIFIL was based on operational rather than political
considerations. Charge' will raise contributions to UNIFIL
with deputy Defense Minister Sonya Yankulova on August 18.
