(C) In response to reftel points, MFA State expert Oleg Doychinov told us that Bulgaria agreed with the P5 1 position, and was in line with the European position on this issue. On July 12, Foreign Minister Kalfin called in the Iranian Ambassador to deliver the message that the Incentive Package was the best possible opportunity for Iran at this time, and that this was the last opportunity to resolve the situation. Kalfin reportedly said that Iran must seriously consider the proposal now, according to Doychinov. The Iranian ambassador replied that Iran wanted to "talk", but will not yet suspend its enrichment program, citing Iran's "inalienable right to develop (its) nuclear program.
