Per reftel, Post conducted a site visit of Roots Communications to confirm its contract with Singapore Technologies. ¶2. Roots Communications Pte. Ltd. is a limited private company that has been operating in Singapore since April 25, ¶1997. DHS/ICE databases revealed no negative information about Roots Communications. ¶4. Econoff on September 29 visited Roots Communication at address listed reftel and spoke with Account Manager Eugene Sng. Sng confirmed the order for an aircraft motor generator and explained that Roots Communications acts as the Singapore distributor for Aeroflex, Inc. Aeroflex had advised Roots of the restrictions on USML commodities, but Roots only deals with such items occasionally, he said. ¶5. Via e-mail, LIM Kwok Leong of ST Electronics (Singapore Technologies) confirmed the company had placed the order for a motor generator through Roots Communications. The generator will be used on a temperature datum test set and stored at ST Electronics prior to installation, according to Lim. Singapore Technologies, in which Temasek, the Singapore Government's holding company, owns a majority interest, handles many if not most of the Singapore Armed Forces procurement contracts. ¶7. Roots Communications appeared to be a legitimate electronics company, but one which does not typically deal in USML items. Eugene Sng seemed aware that restrictions on such items exist, even though he was not familiar with the details of these restrictions. HERBOLD
