1. (S) On December 26, POLOFF delivered the information
contained in reftel to Ministry of Foreign Affairs and Trade
(MOFAT),Disarmament and Non-Proliferation Deputy Kim
Jae-woo. On December 28, Kim informed POLOFF that the
Ministry of Commerce, Energy and Industry (MOCIE) decided to
release the shipment, unless more information is provided by
the USG. Kim stated that specific names and positions of the
employees concerned and/or more conclusive evidence on their
association with Pakistan's Project Management Organization
(PMO) would be needed for MOCIE to suspend the shipment. The
estimated shipping date is February 2007.
2. (S) Kim shared that MOCIE had already issued the permit
for Sambu Korea Tek to export the machine in October 2006,
prior to USG inquiry. Upon USG inquiry, however, MOCIE
delayed the process of the machine shipment but was pressured
by the company which already possessed the export permit.
Kim commented that MOCIE is unable to further delay the
process without more concrete evidence.
