(C) On December 26, poloff delivered reftel message,
regarding USG support for the Republic of Korea's application
for full membership in the United Nations' Economic
Commission for Latin America and the Caribbean (ECLAC),to
Huh Tae-won, Director of MOFAT's Latin American and Caribbean
Regional Cooperation Division. Huh expressed appreciation
for the welcome news of USG support. The message was timely
because MOFAT Director-General for Latin American and
Caribbean Affairs Bureau, Han Byung-kil, intended to visit
Uruguay, Guyana, Surinam, Venezuela, and Chile in January
2007 to campaign for ROK membership in ECLAC. In February,
DG Han also plans to visit European ECLAC members Spain,
Germany, and Italy to stress that Seoul wants to join ECLAC
to improve ROK economic relations with Latin America.
