¶1. (C) Poloff delivered reftel talking points to Ms. Cho,
Hyung Hwa of the Policy Planning and International
Organizations Division of the Ministry of Foreign Affairs and
Trade (MOFAT) and Mr. Kim, Ho-dong of the Narcotics Control
Division of the Korean Food and Drug Administration, Ministry
of Health and Welfare (MHW). According to Mr. Kim,
dronabinol is not classified as a controlled or narcotic
substance in South Korea. As such, both the MHW and MOFAT
indicated that the ROKG is likely to support the World Health
Organization recommendation to transfer dronabinol to
Schedule III of the Convention on Psychotropic Substances of
¶1971.
