On June 28, poloff delivered reftel demarche, which asked for
support on management reform and to lift the budget cap, to
Oh Young-ju Director of the United Nations Division at the
Ministry of Foreign Affairs and Trade. Oh said the ROKG
supported the draft resolution that was circulated by the
U.S., Japan, and Australia. Oh raised concerns, however,
over linking the budget cap to the reforms; doing so could
derail reform progress. She opined that it was more
important to reach consensus with the E.U. regarding lifting
the budget cap. In principle, the ROKG supported the U.S.
position on reforms as the U.N. needed to become a body that
could function in a productive manner.
