(SBU) On April 25, poloff delivered reftel points, which
requested ROK support in preparation of the June 2006
International Conference of the Red Cross and Red Crescent,
to Lee On-nyun, Assistant Director of the Human Rights and
Social Affairs Division at the Ministry of Foreign Affairs
and Trade. Lee noted that Seoul understood the issues,
having been informed by its mission in Geneva. In December
2005, the ROK voted for the Third Additional Protocol to the
1949 Geneva Conventions. Lee stated he was not sure when the
ROK would sign the protocol, but noted that Seoul was
preparing to do so.
