1. Embassy political officer met with MFA under secretary for
economic affairs and trade negotiations Juan Guiliani Cury on
March 16 to deliver reftel demarche opposing Caricom efforts
to allow associate members to participate in ECOSOC and
subordinate bodies. Political officer emphasized the
exclusive role of the U.S. Federal Government in conducting
foreign relations.
2. Guiliani replied that the Dominican Republic had always
been clear on respecting that prerogative of sovereign states
and would instruct the Dominican representative to ECLAC
accordingly. He said that Ambassador Antonio Abreu, who
currently is in Santiago attending an ECLAC course and has
attended previous ECLAC meetings, would represent the
Dominican Republic. Guiliani Cury was in the process of
trying to contact Abreu to arrange for his trip to Montevideo.
3. Political officer also delivered reftel talking points to
MFA legal adviser Miguel Pichardo.
