1. Embassy political officer delivered reftel demarche on the
appointment of the next secretary general as a non-paper, in
official Spanish translation, to MFA chief of staff under
secretary Jose Manuel Trullols, acting UN affairs director
SIPDIS
Rhadys Abreu de Polanco, and legal adviser Miguel Pichardo on
March 8. Trullols took particular note of our point that
selection of the next secretrary general should be based on a
candidate's personal leadership qualifications rather than
regional rotation. He thanked us for expressing our views
and said they would be duly considered as the selection
process gets underway.
