1. (SBU) Embassy followed up to obtain a substantive response
to the non-paper on UN reform that the Ambassador delivered
to Foreign Minister Carlos Morales Troncoso on January 24.
Acting UN affairs director Rhadys Abreu de Polanco informed
us March 8 that our views had been duly considered.
2, (SBU) With regard to the proposed Human Rights Committee:
She explained that the Dominican Republic, which is currently
in the troika of the Rio Group, has adopted the position of
the Rio Group, which she understood to be similar to that of
GRULAC, G-77, and the EU. She anticipated that, during the
week of March 13-17, the UNGA president would talk with U.S.
representatives to try to resolve remaining differences over
the number of member states to be on the committee and
whether a simple majority or two-thirds majority would be
necessary to elect a member to the committee.
3, (SBU) With regard to administrative reforms: the
Dominican Republic has not adopted a position, since debate
on the topic has been deferred.
