1. On December 4, poloff delivered reftel points to the
office of Deputy Secretary of State Alejandra Liriano.
Staffers indicated that her office had no knowledge of an
invitation to the Khartoum AFCARPAC meeting, and committed to
investigate who in the Dominican government, if anyone, had.
Follow-on Spanish-language points (based on reftel) addressed
to Secretary Liriano and Ambassador for UN and OAS Affairs
Michelle Cohen have not resulted in substantive comment.
