STATE 186285 ¶B. STATE 137429 ¶C. SANTO DOMINGO 2771 ¶1. On August 24, poloff delivered Ref B talking points with accompanying diplomatic note to Ambassador for UN and OAS Affairs Michelle Cohen, both requesting Dominican support for the candidacy of Michael Matheson for the International Law Commission (ILC). On November 13 Cohen reported that, despite urging by Embassy, the Dominican government remains uncommitted regarding the upcoming election. HERTELL
