¶1. (SBU) Ambassador delivered Ref A demarche to Foreign
Minister Carlos Morales Troncoso on January 24 and left the
general points (paras 4-5) as a non-paper, regarding UN
reform priorities. Morales accepted the non-paper and
acknowledged the importance of the issue of UN reform. He
did not ask any questions that would have justified the use
of the if-asked points (Ref B and para 6 Ref A).
