1. On August 24, poloff delivered reftel B talking points
with accompanying diplomatic note to Ambassador for UN and
OAS Affairs Michelle Cohen, both requesting Dominican support
for the candidacy of Michael Matheson for the International
Law Commission (ILC).
2. Cohen noted that the Dominican government had only just
begun studying the various ILC candidates and, accordingly,
had no position toward Matheson at this time. Cohen
committed to informing the Embassy once a position had been
taken.
3. Poloff took the opportunity to extend to Cohen thanks and
confirm previously expressed (ref A) Dominican government
support for the candidacy of Professor Ruth Wedgwood for the
United Nations Human Rights Committee (HRC).
