¶1. Per reftel, Embassy contacted the following pro-democracy
civil society organizations to encourage their registration
as "Special Guests" to attend the OAS General Assembly:
-- Human Rights Institute Santo Domingo,
-- Foundation for Institutionality and Justice (FINJUS),
-- Center for Integral Orientation and Ivestigation (COIN),
and
-- the National Commission for Human Rights.
¶2. Due to the short notice, Embassy was unable to identify
NGOs who could send representatives to the two meetings in
Washingotn (para 7 and 9 reftel).
