¶1. (C) Ambassador on March 30 met and discussed reftel
talking points with Foreign Minister Carlos Morales Troncoso.
Morales Troncoso said he would call Panamanian Vice
President/Foreign Minister Samuel Lewis Navarro to discuss
the potential negative consequences of Venezuela's membership
on the UN Security Council and ask that he support
Guatemala's candidacy for the UNSC.
