1. (C) Poloff orally delivered reftel points to Foreign
Ministry Deputy Director for Multilateral Affairs Jose Manuel
Lira on April 26. Lira agreed it was important for the
international community to support OAS efforts to get the
electoral process back on track. He confirmed the GOC
already had decided to provide financial support to the OAS;
the only question was the amount, which Lira feared "likely
would be small, less than USD 20,000."
2. (C) Lira indicated a decision could be made as early as
April 28 and promised to get back to us soonest. Post
intends to follow up with the Foreign Ministry next week if
we do not hear back from Lira before then.
