On February 17, conservative, independent "La Tercera" (circ.
10,2000) carried a column by Alvaro Vargas Llosa entitled "Minustah,
the OAS, and Haiti." Quote:
"The accord in Haiti is the best that could be done given the
circumstances. But what has happened since February 7 can only be
labeled a fiasco that will surely have consequences in the long
term, because sooner or later Preval's opponents, those who created
the fraud, will use the accord to undermine the government's
legitimacy."
