1. (C) Foreign Ministry Director of Special Policies Luis
Winter told EPOL Counselor on January 29 that a Chilean
decision to endorse the Proliferation Security Initiative
(PSI) Statement of Interdiction Principals (SOP) was
effectively stalled at the policy level at the Foreign
Ministry. Winter confirmed that the Ministry of Defense
endorsed the PSI principles (ref A),and said the decision
was currently with several senior Foreign Ministry officials,
including Acting FM Barros and Director General for External
Relations Portales. Winter noted that the GOC's draft
proposal to conclude a Memorandum of Defense Cooperation with
the U.S. (ref C) proposed a proliferation arrangement similar
to PSI. Winter suggested that, although the issue was at the
Foreign Ministry's senior policy level, a final decision
likely would only be made by the Bachelet administration
after it assumed office on March 11.
