1. ELISSA STEGLICH IS THE MANAGING ATTORNEY AT THE MIDWEST
IMMIGRANT AND HUMAN RIGHTS CENTER IN CHICAGO. SHE PROVIDES
DIRECT REPRESENTATION TO ASYLUM-SEEKERS AND VICTIMS OF
HUMAN TRAFFICKING. MS. STEGLICH CONDUCTED A THREE-DAY
WORKSHOP ON "HUMAN TRAFFICKING AND MODERN SLAVERY: AN
EFFECTIVE RESPONSE," FROM NOVEMBER 28-30.

SUMMARY OF EVENTS/TOPICS/VENUES/AUDIENCES ADDRESSED:


2. THE CENTRAL ACTIVITY OF MS. STEGLICH'S VISIT WAS A PAS-
ORGANIZED WORKSHOP ATTENDED BY 42 PEOPLE FROM GOVERNMENT
AND NON-GOVERNMENT INSTITUTIONS WORKING WITH VICTIMS OF
HUMAN TRAFFICKING. THE WORKSHOP EMPHASIZED THE DIFFERENCES
BETWEEN TRAFFICKING IN PERSONS AND ALIEN SMUGGLING; THE
DIMENSIONS OF MODERN SLAVERY; TECHNIQUES TO IDENTIFY,
INTERVIEW, AND PROTECT VICTIMS OF TRAFFICKING; PREVENTING
TRAFFICKING IN PERSONS; AND THE IMPORTANCE OF COOPERATION
AND NETWORKING AMONG INSTITUTIONS WORKING TO FIGHT MODERN
SLAVERY.

MS. STEGLICH ALSO TAUGHT A TWO-HOUR TIP SEMINAR ON FOR AN
AUDIENCE OF 127 PEOPLE, INCLUDING LAW PROFESSORS AND LAW
STUDENTS (AGES 18-25) AT THE PANAMERICAN UNIVERSITY (UPAN)
IN SAN SALVADOR.


3. THE WORKSHOP WAS HELD AT THE CENTRO CULTURAL
SALVADOREO, THE BINATIONAL CENTER IN SAN SALVADOR. ITS 42
PARTICIPANTS CAME FROM THE NATIONAL CIVILIAN POLICE, THE
TRAFFICKING IN PERSONS UNIT OF THE BORDERS DIVISION,
FAMILY AND YOUTH SERVICES, THE MINISTRY OF FOREIGN
AFFAIRS, THE TRAFFICKING UNIT OF THE GENERAL ATTORNEY'S
OFFICE, THE IMMIGRATION OFFICE OF THE MINISTRY OF
GOVERNANCE, THE SALVADORAN INSTITUTE FOR CHILDREN AND
ADOLESCENTS, THE SALVADORAN INSTITUTE FOR THE DEVELOPMENT
OF WOMEN, AND THE HUMAN RIGHTS INSTITUTE OF THE CENTRAL
AMERICAN UNIVERSITY (UCA). SIX PARTICIPANTS CAME FROM
OUTSIDE THE CAPITAL CITY: SAN MIGUEL, SANTA ANA,
AHUACHAPN, LA UNIN, AND LA LIBERTAD.


4. DURING THE WORKSHOP, MS. STEGLICH SCREENED THE PA/OBS
VIDEO "DYING TO LEAVE," A PBS WIDE ANGLE PRODUCTION ABOUT
THE TRAFFICKING IN PERSONS ISSUE. THE VIDEO NOT ONLY
INCREASED AUDIENCE AWARENESS BUT ALSO PROVED TO BE AN
EXCELLENT EDUCATIONAL TOOL.

EFFECTIVENESS OF THE SPEAKER:


5. Ms. Steglich is extremely knowledgeable about the issue
of human trafficking in El Salvador and the region. She
suggested the inclusion of local professionals who shared
their expertise regarding the Salvadoran legal framework and
how institutions are working to prevent and protect children
from being victims of sexual trafficking. Her excellent
t
Spanish and inter-active teaching techniques (including
group exercises to identify victims, case analysis and role-
playing) were well received by the audience and contributed
to making the program a success. Ms. Steglich is an
excellent speaker and Post recommends her highly for future
programs.
