On February 13, Poloff discussed Reftel with Mario Rivera,
Director of Multilateral Affairs for the Ministry of Foreign
Affairs. Rivera stated that he found it disturbing that the
UN Rapporteurs had not accepted the invitation of the U.S.
Government to see Guantanamo firsthand, and openly questioned
what the source of their information might have been. Rivera
stated that he intended to contact the Salvadoran Mission to
the United Nations in Geneva for more information, and would
review the report when it was officially published.
