(SBU) On December 18, Poloff spoke with MFA Director of
Multilateral Affairs Mario Rivera, urging that the GOES
support the USG position not to raise the 22 percent ceiling.
Rivera was noncommittal and said that the MFA would have to
study the issue before sending instructions to their mission,
but mentioned offhand that the U.S. is not the country that
should be paying more dues, rather that China and Russia, as
Permanent Members of the Security Council, were two countries
that should pay more dues. Post will follow up with the MFA
later in the week before the vote.
