Poloff delivered reftel points on November 22 to MFA Director
of Multilateral Affairs Mario Rivera. On November 28 Rivera
replied in detail and reported that:
-El Salvador has established a National Authority in
compliance with Article VII of the CWC
-El Salvador presented its national plan to the OPCW this year
-El Salvador has passed penal legislation on the issue.
Rivera did mention, however, that the executive decree to
implement the penal legislation is still under review, and
currently is being studied by lawyers at the MOD. Post will
follow up to ensure that the executive decree is signed and
the GOES implements the legislation already passed. Post has
electronic copies of the legislation that created the
National Authority and the penal legislation, available in
Spanish only.
