Finally on November 13, Ruiz told poloff that the MFA will not make a final decision on the issue of moving the meeting to February, but instead will defer to their OAS Mission in Washington for a decision. Post made a strong effort to advocate switching the date of the meeting, but is now convinced that the MFA is deferring to GOES OAS Ambassador Castro de Perez.
