1. (C) On May 4, 2006, poloff met with Mario Rivera,
Multilateral Affairs Director for the Ministry of Foreign
Affairs. During the meeting, Rivera showed poloff a letter
that the GOES had received from the North Korean Embassy in
Mexico City requesting that the GOES oppose any motion
regarding human rights in North Korea at the UN Human Rights
"Committee". Rivera is interested in any further information
available regarding a motion on Human Rights in North Korea,
and indicated that he was aware of the current lamentable
human rights situation there.
