1. This is an action request. Please see paragraph 3.
2. On April 18, Poloff spoke to the Director of Legal
Affairs for the Ministry of Foreign Affairs (MFA),Elizabeth
Villalta, regarding the signature and ratification of the
2005 protocols to the Suppression of Unlawful Acts (SUA)
convention. Ms. Villalta stated that she did not see any
reason why El Salvador could not sign and ratify the
protocols, but would need to review it more thoroughly.
3. Action Request: The Salvadoran MFA requests a copy of the
2005 protocols to the SUA in Spanish. Due to the lack of
legal personnel with English fluency, it is unlikely that the
MFA will review the document until they receive a copy in
Spanish.
4. Comment: El Salvador has not been an active participant
in the International Maritime Organization, and although they
have ratified both the original convention and the 1988
protocols, they are unlikely to move quickly to either sign
or ratify the agreement.
