Ambassador that he would call Panamanian Vice
President/Foreign Minister Samuel Lewis to urge that Panama
support Guatemala's UNSC candidacy. Embassy had previously
sent ref A talking points to Tovar's office. Tovar said he
would report back to us the results of his conversation with
Lewis, which we will then transmit to the Department.
