1. Post delivered reftel talking points to Carlos Cordero,
Deputy Director of Multilateral Affairs at the Costa Rican
Foreign Ministry, and followed up by telephone on February 3.
According to Mr. Cordero, Costa Rica has never had
diplomatic relations with Iran, so official communication is
unlikely. However, Cordero affirmed Costa Rica's stance
against the proliferation of nuclear weapons generally, and
stated that GOCR agrees with the P5 2 statement on Iran's
nuclear ambitions.
