Poloff discussed reftel talking points with Carlos Cordero,
Director of Multilateral Policy at the Ministry of Foreign
Affairs. Cordero reiterated Costa Rica's support for the
adoption of the Red Crystal as the Third Additional Protocol.
Poloff stressed the importance of Costa Rica's participation
in all conferences that deal with the Red Crystal and
encouraged Costa Rica to oppose any efforts to block or delay
voting on the amendment. The likely Costa Rican
representative to the June 20-21 International Conference of
the Red Cross and Red Crescent in Geneva will be the
president of the Costa Rican Red Cross, Miguel Carmona
Jimenez.
