(C) Ambassador delivered points contained in ref A to FonMin
Abubakr al-Qirbi on January 16, urging the Minister to
provide a response to post's November diplomatic note
proposing the transfer of 13 Yemenis from Guanatanamo Bay.
Ambassador noted that President Saleh had committed to
accepting the detainees, and information that he had
requested, including photographs, had been passed to the
Yemeni Charge in Washington on January 13. Qirbi said he was
"still waiting to see the files," but that Yemen would
"clearly accept" the detainees. The only remaining question,
he said, was "how to deal with them once they return to
Yemen." Ambassador said that, to expedite the ROYG's
response to our diplomatic note, he would also pass copies of
the detainees' files and photographs to MFA officials in
Sanaa.
