1. The following statement is provided to verify the human
rights vetting process: at this time the Embassy verified
that Post possesses no credible information of gross human
rights violations by any members of the Yemen Special
Operations Force (YSOF) or the Yemen Coast Guard (YCG).


2. Additionally the following human rights vetting
information is provided:


A. Specific host nation units to be trained: members of the
YSOF unit in question consisting of 35 members of the Aden
Contingent and members of the YCG unit in question consisting
of 20 personnel from the Aden Station.


B. Estimated number of personnel participating from unit:
YSOF: 35
YCG: 20


C. Certifying country team official: Pol/Econ Chief Joey
Hood.


D. Current threat assessment: High.


E. This message grants country team approval on human rights
vetting requirements for the JCET in Yemen: CYE2006JCET001N
