1. (C) Poloff met March 3 with MFA Horn of Africa Office
Director Fabrizio Pignatelli to deliver reftel demarche.
Poloff urged the GOI to approach the Arab League (AL) in
advance of the March 28-29 summit to note the potential
consequences of a Sudanese AL presidency, especially given
the GOS's human rights record. In addition, Poloff noted
that the U.S. would push for a re-hatting of the African
Union Mission in Sudan (AMIS),while supporting strong
African leadership of any Darfur peacekeeping mission.
2. (C) March 10, Pignatelli responded that Italy would try
not to interfere or become overly involved in the AL decision
process, especially given the delicate balance among member
countries. He also noted that Italy approached this issue
very carefully because of its bilateral relationship with
Sudan. However, Pignatelli noted, Italy was in favor of
improving the quality of AMIS and the European Community
planned to contribute to this effort. During Italian PM
Silvio Berlusconi's visit to Washington, Secretary Rice
referred to a possible role for Italy in a joint effort with
other countries, especially Libya, to obtain funding for
AMIS, according to Pignatelli. Pignatelli inquired what
follow-up there might be to this proposal.
