1. (C) Poloffs delivered reftel points to MFA Near East
Deputy Office Director Daniele Bosio December 5 and Acting UN
Office Director Leonardo Bencini December 6, noting U.S.
concerns with the draft resolution to establish a register of
damages related to the West Bank barrier. Poloffs emphasized
that the U.S. believed any such resolution should be fully
consistent with the Secretary General's report of October 17.
Both Bencini and Bosio indicated that Italy was not
positively inclined to the resolution in its current format.
Bosio noted the timing was inappropriate and that such a
resolution should be included as a confidence building
measure within a larger peace plan. Bencini said that it was
not the time for initiatives that would have a polarizing
effect and would antagonize Israel.
2. (C) According to Bencini, while Italy continued to support
the establishment of a register, it was working towards a
resolution that would be as technical as possible.
Specifically, Bencini noted that Italy opposed the use of
words like "unlawful" or "illegal" in the resolution text.
Bosio said the GOI's goal was a coordinated EU policy, and
that this was still being negotiated. He added that some EU
states had expressed concern with the resolution on a
financial basis.
